Just couple of things to check is if you can is to try another brand of eproms and also the speed of the eprom. I¡¯ve failures in equipment if another brand other than the original eprom is used or a slower eprom speed eprom is used.
HP equipment of this era is very fussy if a slower speed chips are used.
