You clearly have a problem. You are gonna have to open it up and get to the input attenuator. Not sure how... these things are packed! As mentioned, you must inject a signal AFTER the attenuator.

You would be looking for transmission loss. If there is a problem with the attenuator, it could present very high attenuation. Safest way to do this is to set the SA for zero attenuation, connect a

If I set the IFR to generate 300 mHz at -20 dBm the HP measures it as about -65 dBm.
