Yup. I don't know how harmonically impure that 40kHz sine wave is, but there probably wasn't much motivation to make it perfect. Heat is the big issue.

Couldn't agree more DF tan theta are more useful for me. In this case, readings I got on the 70900A caps, theta speaks loudly of the dielectric absorption with increased frequency and plummeting
