I'm betting it is the GaAs spdt rf switch on the input that has the loss.

The input switch U38 (spdt GaAs) is available. Do a google search for it. MGS-71018 . I have seen these get lossy at 10 to 20 dB. That would be the first thing I would try. This should work though it
