Has this unit ever worked for you? ?If the answer is no it could well be that something has become disturbed in shipping, as I said in my last email any excess load on the SMPSU will make it exhibit the behaviour that you are seeing, before anything else make certain that all internal units are correctly seated and have not moved.
I quite understand you comments regarding the impracticality of returning the unit to the vendor, here in the UK we are frequently asked to pay two to three times more for used T&M equipment that it goes for in the USA. ?Importing from the USA is not practical most of the time, the frankly ludicrous shipping and handling charges make it uneconomic to do so, the final insult is that frequently you get charged a ?12 free to collect the taxes.
Before you ask the answer is NO, ?schematics or as HP/Aligent/Keysight likes to call then CLIP's are not available for the SMPSU's. ?Also there are multiple variants of the SMPSU's in use in the 8563. ?Just for my own interest could you kindly provide the first five digits/letter of your serial number or the part number of your SMPSU.
I have a great deal of experience, gained over almost thirty years, with fixing SMPSU's and am quite willing to help you if you wish to try to fix the problem yourself.
If you follow the support groups for HP/Aligent/Keysight T&M kit you will rapidly discover that the most common problems are with the power supplies, most of which at one time and possibly now have their origins in China. ?

Thanks for your help. ?Before opening up the unit, I will verify with the seller that this is OK. ?The unit is under warranty, but high shipping costs and customs taxes make it impractical for me to return it.
I have tried sliding the voltage-selection switch back and forth several times, but this did not help.
Based on the serial number, this unit is quite new ¡ª made in 2004 or later. ?I am surprised that anything from HP / Agilent would fail over such a relatively short (by Agilent standards) life.

The power supply in the 8563EC a switch mode one. ?It has a feature that makes it attempt to restart ever 1.5 seconds should a fault be present. ?The fault can be anything from the mains supply input to an overload on the output.
Working on these power supplies can be extremely dangerous and possibly lethal without the proper safety precautions in place, the prime one being an isolation transformer in the mains supply. ?What at first appears to be the common in the input and switching circuitry is in fact at about 170 VDC to ground from a low impedance source.
From your description of the problem ?it would appear that the problem could well be with the two main storage capacitors or the 115/230 switch. ?To change from 110v to 230v the input AC to DC circuit is changed by the switch from a bridge rectifier on 230V to a voltage doubler on 110V.

Hi,
I recently obtained an 8563EC that had been operating on 230 Volts. I switched the voltage selector to 115 Volts and turned it on. The unit oscillates between on and off. You can hear a relay pull in, the display start to light, the cooling fan starts to turn, and then it shuts down for about a second before starting up again and repeating the cycle.
The only other difference I can see between operating at 115 Volts vs 230 Volts is that the HP fuse part number changes, although 5 Amps is specified for both 115 and 230 Volts. The fuse is OK. I tried replacing it anyway, but that made no difference ¡ª as expected.
I feel I must be missing simple, but I am lost. Any ideas?
