Yes, there is a very good chance that it is the same pad, but I can't guarantee it. At one time, the 4 GHz attenuators were the same as the higher frequency models except that they were not tested above 4 GHz. Some 4GHz attenuators may have been 22 GHz units that didn't perform quite as well above 4 GHz, so they ended up as 4 GHz units. __
Purchased that 33321-60045, opened it up... And found three pads, one is looking exactly the same as blown 10 dB pad in 33321-60039 from 8593E, another one is like three remaining 20 dB pads in 8593E attenuator, and one wide pad, probably 40 dB one.
10 dB pad was carefully moved to 8593E attenuator, and instrument passed self-calibration without any errors. Not yet tested it at a frequencies over 1.5 GHz, but at least to 1,5 GHz everyting is within specs.
