Yes, there is a very good chance that it is the same pad, but I can't guarantee it. At one time, the 4 GHz attenuators were the same as the higher frequency models except that they were not tested above 4 GHz. Some 4GHz attenuators may have been 22 GHz units that didn't perform quite as well above 4 GHz, so they ended up as 4 GHz units.
