I suspect that's likely a magnetically deflected display, like a television, and has a deflection yoke on the CRT neck that's somehow managed to get rotated slightly.

I repaired an 8591A for a friend, but the display on his screen isn't perfectly straight.
I'm guessing there's an adjustment for that, but where is that adjustment?
There are adjustments on the top for intensity, frequency, green gain, and horz.
Coarse focus on the back, and focus on the side.
I haven't attempted to remove the display yet.
