I'm the admin of a mailing list which is on Rootsweb, which will be shutting down to posts/replies, but maintaining the archives as of March 2 this year. We are working so hard to get this up and running. The transition team fell in love within minutes of setting up a group. I have found it easy to work with but I do need to remember in the app to do all the various tasks. It is starting to come together, we are now on Day 3.

Yes you can. You can edit the Welcome Notice via the Member Notices tab
on your group's Settings page. More info:

support.
That's untrue. What is true is that groups on a Premium plan were given
priority during the high demand associated with the mass migration from
Yahoo Groups. I don't know if things are back to normal yet or not.
Or do I have start again with a new group?
Nope.
I think the only time one would need to start over is if you choose to
make the group's messages private (available to members only) and then
later want to switch back to public (available to anyone on the web).
