I set moderator Bart to “view member list” and “Set Member
Subscriptions” so he could help another member but he says the member
list is not visible.

In the Privacy section of your group's Settings page, what is Members Visible set to? If it is "Owners Only" that's the problem with Bart.

So I changed my wife from Owner to Moderator and gave her the same
permissions as Bart. Then I logged in on her computer to her
membership and looked at her membership profile AND all the
permissions are shown ...

Whenever performing tests of this sort always remember to refresh the page when you switch tabs, or windows, or browsers, or machines. Otherwise browser (or server) page caching may fool you. That said...

If the Members Visible is set to "Owners Only", then I don't understand how she can see her own Membership page. She shouldn't see the Members button in the left column at all. On the other hand, if it is set to "All Owners, and moderators with the correct permissions" then I don't understand why Bart doesn't see the list.

Assuming for the moment the latter case, if you mean that her permissions were all checked I don't have an explanation for that.

Did you change her role and uncheck her permissions in the same session with her membership page, or did you change her role first, save that, and then come back to uncheck her other permissions? If the latter is it possible you didn't save those changes?

and I was able to change any at will! Her “Role” is set to
“尘辞诲别谤补迟辞谤”.

If they were all checked that would include the permission to "Set Moderator Privileges" - which is why you would have been able to change any at will.
