Yes, I think it's forgetfulness. No, they're not trying to join using the usual channels. They're sending a "Please add me to the group" message to the group posting address.

People who use different email addresses for different groups and can't remember which is which are another headache.

If you try to Join with an email address that is already registered with the group, you get an error message:
Email Address?
That email address is already registered. To use it, Log In.
Join [email protected] to automatically receive all group messages.
