I looked at the Most Recent Successful Delivery, and it said Message;
Welcome notice: Welcome Message, Delivered 11:46 am. Most Recent
Unsuccessful Attempt: No email deliveries
Ok, this was after you approved the member. So I'm not sure the evidence for what happened to the Pending notices should still be here.
It does say that there were no unsuccessful attempts, so that likely means that the pending notices were accepted by the person's email service, but I'm not 100% sure. All notices should be bounce tracked, just like message posts are, I'd cite it as a bug if I had evidence that one wasn't tracked.
