I have just been through them all and resent the message yet again, thats two and even three repeats in some cases

As you say, some can be a pain, it would be nice to know what the problem is but hard to tell, but most don't seem to do any more once they try and subscribe

Yes, after 14 days, unless (IIRC) a Moderator "claims" them.
Some applicants can be a real pain, for the reasons you outlined above, and I sometimes wonder if if they ever get around to completing the paperwork (so to speak) they will turn out to be annoying members.
I have never compiled any figures but I would guess that that possibly a majority of applications the group I moderate (& co - own) receives fall
