If we set the main group as an 'announcement group' so that only
owners and moderators can post to it, and set 'Disable No Email' that
should mean that everyone on any sub-group should get receive any
emails sent on it. Have I got that right?
In that case if you post it as a special notice it will be sent to everyone on the primary group. And that's true regardless of whether the primary group is set to Announcement Group.
"Receive" is somewhat more slippery, as a given member's email service may reject a given message, or deliver it to Spam, or the member may fail to notice or open it. There's nothing really to be done about those factors.
That should mean that the everyday business of discussion, questions
and replies can be carried on in sub-groups.
Sure.
That's true of the primary group as well, if you want to allow some discussions there that transcend the focus of any given subgroup.
Too, subgroups can have Special Notices of their own, if need be.
