Can you give us an update on the mailboxes?
It’s been as
month since we’ve had an update, and a year since I first
contacted 3 Canyons
MDC regarding installation of mailboxes. I think we need some
oversight of the
contractor regarding the number and size (number of doors) of
the tenant boxes
as well as the number of parcel lockers. These are choices that
we will have to
live with as long as we own homes here, so we should have input
into those decisions.
E-commerce is going to continue to grow and
with that USPS
will be dealing with more and more packages. I suspect that most
of us don’t
want to be going to the Post Office to pick up packages. ?
A question in my mind is if the location of
the mailboxes
will be too far from the homes for the carriers to deliver
packages to the homes
when the parcel lockers are full.
Our HOA in California has about 400 homes.
The cluster mailboxes
there are about the same distance from our house there, as the
new mailboxes
here will be from our house here. There the carrier will deliver
to the homes
when the parcel lockers are full. I have never had to go to the
Post Office to
pick up a package there.
Last fall I asked the lady at the counter at
the Hereford
Post Office if they would deliver packages to the homes. She
said it was at the
carrier’s discretion. She said that the general guidelines are
they will deliver to the
homes if the homes are within about a half-mile of the mailboxes
and the roads were “ok”.
Later I asked Doug the Postmaster if they
would deliver to
the home, and he quickly said, “No”. My interpretation was that
he meant, “Don’t
count on it”, but maybe he really meant, “No”.
Shannon said that he has heard that once the
packages are in
the carrier’s truck, they don’t want the packages back at the
Post Office and
they will deliver them to the homes.
What Shannon has heard makes a lot of sense
to me because the
Post Office doesn’t want to deal with the packages anymore than
they have to. But
I’m not sure it will be true in our case. ?
So, in my opinion, the number of parcel
lockers is an
important decision that could save us innumerable trips to the
Post Office over
the years.

approved up to $10,000. The palominas school district approved
the location. The only we are waiting is a legal description
that we should have this Friday.? The contractor will take
care of the postmaster and MDC. Just a waiting game now.?

I think that it’s fair to say that
practically everyone in Fairfield Estates wants mailboxes,
so I’m requesting information from the Board on the
present status and plans for the mailboxes project.?
Up to a couple weeks ago, the site we
voted for in the May meeting, that is, on the west side of
Fairfield near the intersection with 3 Canyons, was marked
with yellow tape. The tattered remains of that tape have
now been moved to posts on the east side of the road, and
one of those posts is on school district property, about
10 feet beyond the property line. Does that indicate that
the site for the mailboxes has changed? If so, was the
change voted on by the community? Personally, I think that
a site on the east side of the road largely on school
district property is a better than one the west side of
the road because an east side site is potentially larger.
Nevertheless, if the proposed site has changed, I’m
curious about the process .
There are a number of steps and actions
that need to be completed before the mailboxes are
installed and operational. These are the steps and actions
that I know of. Some must be done in order
(1) The Postmaster approved the site on
the west side of the road. If the proposed site has
changed, he will need to approve the new site.
(2) The 3 Canyons MDC must approve the
site after the Postmaster has. They only meet once a month
so this will take some time.
(3) Have the mailboxes and parcel
lockers been ordered? If so what size (that is, number of
tenant doors) and how many? E-commerce is going to
continue to grow, and the USPS is reorienting itself
towards package delivery, so one or more parcel lockers is
important.
(4) Installation of the boxes.
(5) The Postmaster wants addresses for
all the homes and vacant lots in Fairfield Estates. The
vacant lots don’t have addresses, and I wasn’t able to
have the County assign addresses. In May I gave the
Postmaster a list of the parcel numbers of all the vacant
lots, and he was going to try to have addresses assigned.
I don’t know the outcome of that but will ask.
(6) The Postmaster needs the addresses
of all the homes and the names of everyone in the homes
who will be receiving mail at the mailboxes. This
information goes to Phoenix and takes a couple months to
be processed.
(7) The Postmaster assigns boxes and
passes out keys.
The work party that cleared the
shoulders of Fairfield in the spring showed what this
community can do when it works together. I trust the
mailboxes project can be completed in that same spirit.
Who is going to do what, and when? I’m
willing and eager to do whatever is necessary to move the
project along in a timely manner. What can I do?

Since we didn’t get any rain yesterday the road are drying fast. It was suggested by Virgil Miller the grader guy that we all drive slow and try not to drive in the same place but drive all over to smooth and seal the roads. If you need to contact him his cell number is (520) 227-5868. I know some are interested in having their driveways touched up.? Jim

make all aware.
For the
first time in 10 years the “Palisades Wash” had a
significant amount of runoff come through in the
last few days.? Not since the summer of 2011 (the
year of the Montezuma Fire) have we gotten as much
runoff than in the past week to my memory.
Our roads
need attention, they are slowly falling apart.
Some of
you know that I walk the roads almost daily.? I
was concerned previously but I have seen more
damage to the understructure of the road base in
the last week.? If we do not act fairly soon our
roads will become islands of chip seal surrounded
by bare dirt, or even worse, ruts that we will not
want to drive through.
I know
the Board has been discussing?maintenance plans
but in my opinion we must act soon.

significant amount of runoff come through in the
last few days.? Not since the summer of 2011 (the
year of the Montezuma Fire) have we gotten as much
runoff than in the past week to my memory.
Our roads
need attention, they are slowly falling apart.
Some of
you know that I walk the roads almost daily.? I
was concerned previously but I have seen more
damage to the understructure of the road base in
the last week.? If we do not act fairly soon our
roads will become islands of chip seal surrounded
by bare dirt, or even worse, ruts that we will not
want to drive through.
I know
the Board has been discussing?maintenance plans
but in my opinion we must act soon.

Kevin,
See the attached, page 4, third bullet point.? That document
appears sideways which makes it awkward to read. I've copied the
statement below and rotated it, but not sure how it well it will
transmit in an email.
Notice it says "a paved turn-out". The easement that is mentioned
is the easement that VDO deeded to the Road District, and the east
side of the easement is only a few feet from the east side of the
road. My interpretation is that it's just paving those few feet
between Fairfield and the chain on Palisades. That part of
Palisades is an emergency exit and I don't think there is any
intention for Palisades to be open to traffic from Fairfield.? I
wonder how useful Palisades would be in an emergency. Who has the
key to the locked chain? lol.

I think that it’s fair to say that
practically everyone in Fairfield Estates wants mailboxes,
so I’m requesting information from the Board on the
present status and plans for the mailboxes project.?
Up to a couple weeks ago, the site we
voted for in the May meeting, that is, on the west side of
Fairfield near the intersection with 3 Canyons, was marked
with yellow tape. The tattered remains of that tape have
now been moved to posts on the east side of the road, and
one of those posts is on school district property, about
10 feet beyond the property line. Does that indicate that
the site for the mailboxes has changed? If so, was the
change voted on by the community? Personally, I think that
a site on the east side of the road largely on school
district property is a better than one the west side of
the road because an east side site is potentially larger.
Nevertheless, if the proposed site has changed, I’m
curious about the process .
There are a number of steps and actions
that need to be completed before the mailboxes are
installed and operational. These are the steps and actions
that I know of. Some must be done in order
(1) The Postmaster approved the site on
the west side of the road. If the proposed site has
changed, he will need to approve the new site.
(2) The 3 Canyons MDC must approve the
site after the Postmaster has. They only meet once a month
so this will take some time.
(3) Have the mailboxes and parcel
lockers been ordered? If so what size (that is, number of
tenant doors) and how many? E-commerce is going to
continue to grow, and the USPS is reorienting itself
towards package delivery, so one or more parcel lockers is
important.
(4) Installation of the boxes.
(5) The Postmaster wants addresses for
all the homes and vacant lots in Fairfield Estates. The
vacant lots don’t have addresses, and I wasn’t able to
have the County assign addresses. In May I gave the
Postmaster a list of the parcel numbers of all the vacant
lots, and he was going to try to have addresses assigned.
I don’t know the outcome of that but will ask.
(6) The Postmaster needs the addresses
of all the homes and the names of everyone in the homes
who will be receiving mail at the mailboxes. This
information goes to Phoenix and takes a couple months to
be processed.
(7) The Postmaster assigns boxes and
passes out keys.
The work party that cleared the
shoulders of Fairfield in the spring showed what this
community can do when it works together. I trust the
mailboxes project can be completed in that same spirit.
Who is going to do what, and when? I’m
willing and eager to do whatever is necessary to move the
project along in a timely manner. What can I do?

Status of the mailboxes project?
I think that it’s fair to say that practically
everyone in Fairfield Estates wants mailboxes, so I’m requesting
information from the Board on the present status and plans for the
mailboxes project.?
Up to a couple weeks ago, the site we voted for
in the May meeting, that is, on the west side of Fairfield near
the intersection with 3 Canyons, was marked with yellow tape. The
tattered remains of that tape have now been moved to posts on the
east side of the road, and one of those posts is on school
district property, about 10 feet beyond the property line. Does
that indicate that the site for the mailboxes has changed? If so,
was the change voted on by the community? Personally, I think that
a site on the east side of the road largely on school district
property is a better than one the west side of the road because an
east side site is potentially larger. Nevertheless, if the
proposed site has changed, I’m curious about the process .
There are a number of steps and actions that
need to be completed before the mailboxes are installed and
operational. These are the steps and actions that I know of. Some
must be done in order
(1) The Postmaster approved the site on the
west side of the road. If the proposed site has changed, he will
need to approve the new site.
(2) The 3 Canyons MDC must approve the site
after the Postmaster has. They only meet once a month so this will
take some time.
(3) Have the mailboxes and parcel lockers been
ordered? If so what size (that is, number of tenant doors) and how
many? E-commerce is going to continue to grow, and the USPS is
reorienting itself towards package delivery, so one or more parcel
lockers is important.
(4) Installation of the boxes.

I thank Mark for starting the discussion
regarding the
roads, and I thank Jim and Jimmy for telling the community what
the plans are
for road maintenance. ?We
in Fairfield
Estates are extremely fortunate to have a Road District that can
bring in a
grader. Other unpaved roads in 3 Canyons such as Airstrip, Almosta
Ranch and
Rio Santiago are rutted and/or washboarded, and the residents
can’t cooperate
enough to have the roads graded. ?
Mark walks and runs the roads and I bike them
almost daily,
so we may be more familiar with the road problems than some in the
community. I
know every pothole to dodge. I am concerned about the gravel that
was washed
across the roads in spots during the gully washer on Tuesday. ?Will driving cars and trucks
over the coarser
gravel damage the underlying pavement? I don’t know. If so, I will
be happy to
shovel it off the road.
The roads were surveyed two years ago, the
wooden survey stakes
eventually disappeared, and the roads were re-surveyed last
spring. At a Board
meeting there was discussion of marking the surveyed points with
metal fence
posts, but it didn’t happen. I’ve noticed that some of the wooden
survey stakes
have already been knocked over and others may have disappeared.
So, last Tuesday
morning, before the gully washer, I drove four-foot metal fence
posts (with the
top 6” painted orange) into the ground next to all the survey
points I could
find on Sexton and the unpaved part of PV.
There are several places that I expected to
find wooden
survey stakes but couldn’t find them. For example, there was one
at the south
end of Sexton, but I couldn’t find stakes at the north end of
Sexton nor the
east end of PV. I don’t know if those points weren’t surveyed, or
if the stakes
have disappeared, or if stakes are there but I just couldn’t find
them. ?Also judging from
the average distance between
survey stakes, there were probably two or three I couldn’t find
along Sexton
north of PV.
The wooden survey stakes along CCB are well off
the road and
in front yards, so I didn’t drive fence posts next to them. If you
know the
locations of wooden survey stakes that I missed and if you want
them marked
with a metal fence post, I’ll be glad to do it. Conversely, if you
think the
metal fence posts are unsightly, pull them out.

I have been in contact with Virgil Miller about road grading, and had a conversation with him yesterday about when he can bring his equipment and begin cleaning up the drainage ditches and culverts. He told me he had been watching the weather and visiting our area and is aware of our problems. ?He thinks he might be out later in the week with a backhoe to clear culverts and remove a few trees to make room for the grader. We cannot patch the pavement until it dries out otherwise the repairs will not hold. After the cleanup, I believe we will have a better assessment of what needs to be done… A board meeting should follow! Jim

So the grader is supposed to come out in the next week or so. The plan is to shape the drainage along the west side of Fairfield and realign and grade the unimproved roads. It should also replace the soil washed away from the west edge.?
The pot holes and low spots can be filled in with asphalt and compacted. We can do this ourselves.?
When we all get together we can get allot done in little time. However, just getting together can be difficult.?
Do others want to do the work ourselves, or hire it out??
Any other ideas would??be appreciated.

For the first time in 10 years the “Palisades Wash” had a significant amount of runoff come through in the last few days.? Not since the summer of 2011 (the year of the Montezuma Fire) have we gotten as much runoff than in the past week to my memory.
Our roads need attention, they are slowly falling apart.
Some of you know that I walk the roads almost daily.? I was concerned previously but I have seen more damage to the understructure of the road base in the last week.? If we do not act fairly soon our roads will become islands of chip seal surrounded by bare dirt, or even worse, ruts that we will not want to drive through.
I know the Board has been discussing?maintenance plans but in my opinion we must act soon.
