Ken,

Visitors can enter XXX and press the CALL button. That will call phone number 1-XXX-XXX-XXXX? (the number in our records). After the connection is made and you confirm the identity of the person calling from the gate, simply press the 9 button to open the gate and disconnect the call. If you do not want to provide access to the caller, simply disconnect the call on your phone--the gate will not open.

If the phone number needs updating or you have problems with using this feature, let me know.

Our Roads and Hardpan

¿ªÔÆÌåÓý

Hi All,

Napoleon called mud the fifth element, after water, air, earth and fire, because his army, like many others before and since, frequently got bogged down in it. In most parts of the country unpaved roads commonly turn into knee-deep mud during periods of heavy rain, and in these areas, developers must pave roads in new housing developments.

Most areas of southeastern Arizona don¡¯t have deep mud even after monsoon downpours, and developers can get away with leaving roads unpaved as happened here in Fairfield Estates.? Why is this? It¡¯s because in the desert southwest there is a layer of cemented soil just below the surface called caliche hardpan. As long as the hardpan is intact, it is almost like pavement. However, if it¡¯s breached, then the soil beneath the hardpan is susceptible to relatively rapid erosion.

The attached Figure 1 shows an excellent example of breached hardpan that can be seen in the cow pasture at the east end of Paseo Venado. The breached track can be followed about 800 feet north from the gate along the fence line. The photo shows that once the hardpan is breached, the underlying soil can be gullied.

I don¡¯t know how thick the original hardpan was in the cow pasture, but Figure 2 shows that the remaining hardpan is less than 5 inches thick.

Figure 3 was taken on Sexton Pl near the entrance to our driveway. Last time the road was graded, it was ¡°crowned¡± with the edges cut several inches lower than the center. The material shown in the photo between the road surface and the top of the hardpan is gravel and dirt that was pushed there in the grading.

At least 10 inches of hardpan has been removed between the top of the hardpan and the present road surface on Sexton Pl near our home. I don¡¯t know how much hardpan remains below the present road surface at the edges, but my guess is not much.?

I don¡¯t know how common the problem is of ¡°thin remaining hardpan¡± on other unpaved roads in Fairfield Estates, but it should be considered in any decision regarding future grading. We don¡¯t want our roads gullied like the breached track in the cow pasture.

Ken

Re: Board Meeting

¿ªÔÆÌåÓý

Morning Matthew,

I haven¡¯t seen the agenda for the FERMID Board meeting on April 20, but I hope there is information at the meeting on project costs and possible timetables for paving (or not paving) the remaining unpaved roads, what the options are, and how these options will affect our property taxes.

Also, I want to thank you for forwarding the agenda for the 3 Canons Board meeting. Otherwise, I wouldn¡¯t have known about the new gate codes that can be used at the call box to ring a phone to let visitors in. That¡¯s a big improvement from looking up names at the call box.

Thanks,

Ken

Re: Fairfield Estates Mailboxes and Speeding

¿ªÔÆÌåÓý

Works for me. I propose we revisit the item ¡°Regrading/gravel for unpaved roads.¡±, as that is something I¡¯ve very concerned about. I¡¯m afraid that one more grading of our part of Sexton will cut through the hard pan, and then we¡¯ll have a serious erosion problem. In a few days I¡¯ll send pictures taken immediately adjacent to Fairfield Estates that illustrate this potential problem.

Does the Board have an estimate of how much it will cost to pave the remaining unpaved roads and an estimate of how long at our present tax rate it will take to have sufficient funds? If the Board doesn¡¯t have those figures, I¡¯ll volunteer to research them.

Ken

Regarding the mailboxes, there is already evidence that some individuals are driving up onto the concrete pad to attempt to check their mail from inside their vehicle. The board is respectfully asking individuals to park their cars and exit their vehicles to check their mail. There is to great a potential for a car to hit the mail boxes if you attempt to pull up close enough to check your mail without exiting your vehicle. We feel to much effort and money has been spent to have our new mailboxes damaged in this fashion.

Secondly, there has been a few concerns with vehicles speeding down Fairfield and Paseo Venado. Again, the board is respectfully asking that residents of the district as well as their guests please obey the posted speed limit. As an added incentive, the board is exploring installing speed humps to encourage vehicles to slow down. This will be a discussion at the next board meeting.

As always thank you all for the support this neighborhood shows each other and we look forward to continuing to improve our district.

Respectfully,
Matthew Paddock

Re: Fairfield Estates Mailboxes and Speeding

I can understand the frustration that is being felt. I do believe the board realizes that there was not enough communication about the meeting. I myself, did see the notice on the mailboxes but can understand how it could have been missed. It may be beneficial to poll the best way to post meetings and how much notice will be given. I am confident this poor communication of a meeting was an oversight.

I do encourage us all to not place mal-intent without evidence, to give our neighbors benefit of the doubt, and work together to find viable solutions.

Hal says, "We missed an opportunity to advertise using this email group account." How could an opportunity been missed? How long does it take to send an email?

Matthew says, " We sincerely apologize if not everyone saw the notice." Was it posted on the clipboard the Board installed at the corner of Fairfield Circle and Paseo Venando? I watch that clipboard and didn't see it.

An obvious interpretation could be that the Board wanted to limited the attendance at the meeting, but I'm sure the Board will have a reasonable explanation showing it wasn't their intent.

The Board is one of our most important governmental agencies that affects us. It collect 21.98% of our property tax. For our house, that ~$1000/year. What do we expect of them? Efficacy and economy?

As Amanda has said several times on these emails, the Board are volunteers and busy, which is absolutely true. But have they spurn others in the community who have volunteered to help and reduce costs on the mailboxes? Was that in the best interest of the community and the best way to spend our tax dollars?

Neighbors,

The FERMID Board met this evening. We sincerely apologize if not everyone saw the notice. We were unaware the notice had blown off the mailboxes. In the future we will be attaching a sign to the mailbox barriers to post future notices. Additionally, we will be sending out notices over the email group as a back up to the physical notice. With that being said, I wanted to say thank you to all that helped get the mailboxes installed. It was a significant accomplishment, and though it certainly took longer than any one wanted, in the end we were successful.

Re: Fairfield Estates Mailboxes and Speeding

Good evening,

I am very saddened that I wasn¡¯t alerted of this meeting nor did I see one sign posted anywhere. I truly wanted to attend this meeting and I¡¯m appalled that this took place without the community knowing. This should have been posted at least a week ago and an email should have gone out as well. I find this very unprofessional and would like to know the dates for the next meetings for the upcoming year.
