There in lies the truth, VK's (Australia) has their own Radio Frequency Control Authority that only governs them. The FCC has 0 (zero) influence there, Same goes for the UK... Just cause it don't fly

Brad, radio was also tested on manual tuned ATAS25 and showed no SWR or PO on 20m only, but does receive on all bands. I will convey to him on seeking an external watt meter to verify PO. Thankyou

Check his ground to the chassis of the vehicle. also check with a watt meter online to see if it the radio or not.
