Yeah I have a Craftsman dmm and a new Astro AI.? I elected to cut out and measure the shunt and it tested good then using clip leads I inserted a 5ohm resister but got the same

This might be a propitious time to overhaul your VFO-122... Replace all the resistors and caps (except the Tempco unit), and those pesky 1% silver mica's ( 2 ea 500pf & 1000pf 1% silver mica).
