I would first check the?speaker using the other channel just to make sure it is not something up stream before the speaker...

Then If it still giving the same performance...

I think the voice coil is not centered and is rubbing. it would have to be refomed..? I agree with Ricahrd , to send it off .. I personally would use Bill at Millersound..
