The reason you don't hear a spotted station may have to do with propagation or may also be due to you just getting there too late. Sometimes a station calls CQ once or twice and is spotted but by the time you get there he is gone. They may also give up or change frequency because they become frustrated with all the lids and cops on their frequency. It happens and has noting to do with how long NA-E or NA-W is viable. This is an optional parameter that you can set but I believe the default is 60 minutes which IMHO is quite reasonable.
