The somewhat haphazard lettering on the front panel does suggest homebrew. That looks to be a about a 300 Watt amp. Maybe 400-ish PEP if you push the tubes to the ragged edge and add forced air cooling. It hardly seems worth the effort. :) Fixed loading via the trimmers behind the tubes so you would need to run it into a matched load.
Using CB Radio physics it's probably a kilowatt but it would eat tubes and splatter pretty wide....
