I figured it out. I thought the C clip was in a grove on the shaft. Its not. I simply moved the C clip out a bit and the wave washer scheme works just fine now.

This was an eBay purchase (I know... I should have known better, Ive been burned before) and it was packed horribly! It was shipped face down with the knobs in the bottom of box, with ONE layer of bubble wrap!

If the knucklehead that packed and shipped it, would have shipped it with the label on the other end of the box (where there was lots of bubble wrap), we may not be having this discussion!
