I think with the Prolific cable it's probably using a fake Prolific
chip. That problem was so widespread they changed the driver to
recognize the fakes and not work with them.
Some will say in device manager it's not working. Some will appear to
work but don't, or work sometimes.
I'd try the Vista driver (see my longer email for the longer story and
some double-checks to make if this doesn't work):

Check for viruses. I installed it and got no viruses found by my AV
software. Keep a copy of it handy if you use it since Windows Update
likely will "update" it to the current version.
