CHIRP is developed by volunteers. Not many volunteers are willing to participate for the length of time and amount of work that is required to port CHIRP from Python2 to Python3. You can wait if you want, but you will be waiting a long time.
The CHIRP flatpak build is a part of the CHIRP build process. It is always up-to-date. I think the snap and appimage builds are too, but I won't swear to it.
