Another good tip, I didn't think of using the Lionel Shop Manual.

The transformer resistances in the circuit are in the shop manual.? Unfortunately, the shop manual for the ENI seems to have vanished.

Ooop! Maybe Maybe not. Infinity would be bad for sure, did you remember to check between the winding? None of the should have resistance to the other ones.
Although I have checked a few recently and they were all below 4k Ohms.
Lenox, have you checked any resistance reading on a good transformer?
