That behavior seems to be the situation on the OEM code in the V6, where the transmit signal is shifted in CW rather than the receive. Look for Reed's code as mentioned in one of the links. He fixes that behavior so that in CW the signal is shifted by the amount of the CW offset, but you transmit on the displayed frequency as it should be. You can easily tell if it is set correctly by shifting in and out of CW while receiving and you'll hear the tone change as you do. That, frankly, is the way it should be so that you listen (with the desired offset note) and transmit on the same spot.
