If your very sure which pins are what on the regulator, which should be fairly easy to determine, then cut the output. Now, the output should have a capacitor across it to be stable, but, for a quick measurement, you should show 5 v if working. Its on the other side of the regulator from the 12v input and has a 1uf cap to ground on it, which is on the board. I think it would work ok without the cap and give you 5v.?

- either the regulator output is somehow shorted. Inspect the Raduino
board, check for any shorts, check capacitor C3 (1 uF).
- or the regulator is defective (replace it)
