I can remember when all reputable dealers refused to sell transmitters, transceivers, or kits for same to anyone without a valid license. Now the Chinese radios (as well as U.S. illegal "10 meter" amps) are being sold everywhere. In fact, I got my Baofeng HT from a co-worker who received it in a "gift box" of survivalist gear from a website he had subscribed to. At least he is honest enough to have made the decision to not use it without a license, and gave it to me since he has no interest in getting a license.
