New Telecommunications Reg in India
I suppose that the rule is meant for sales from outside to India thro dealer and agents. ?May not be for sales from India to world hams in kit form.On Thu, May 11, 2017 at 7:44 PM, Jack Purdum via Groups.Io <econjack@...> wrote:

Basically the problem is that some sellers are selling ham equipment to
non hams and creating a problem for us.

The seller needs a license and they have to sell to a licensed buyer as per our rules. Go to Amazon.in and search for amateur radio / walkie talkie and see what you get! 2M will become the wild west! I just assumed that HF Signals would either have or acquire the proper license. The article does mention "high power" and "2M", which is not our concern. However, I still thought I would bring it to the attention of the group members in case it did impact them. ¿ªÔÆÌåÓýFunny that they'd enforce that rule against India (and possibly those Chinese HTs), but I have see it enforced at hamfests only a couple of times - and I was ticketed in 1980. For the first several years I had a ticket, the best I could do as far as a radio was already old CW stuff and a 2m mobile.? Sales to non-Hams drove the price of HF rigs way out of reach - even today, my 'best' HF rig is an old Alinco - I couldn't afford anything nicer or newer. When I finally DID get a rig (in the late 80s), I had to undo
some of the DUMBEST 'mods' you could imagine.? Eliminating ALC is
usually one of the first things a CBer does to an HF rig (after
making it so that they could use it on 11 meters). It's an old problem, and I agree with proof of license upon sale and wish it was enforced more.? However, having worked in a couple of radio shops (General Radiotelephone license too), I know that some of them (maybe a lot of them) regularly sell to unlicensed people and the prices they got made used rigs... impossible. I hope that they don't shut down the BITX radios.? Since the foreign broadcast on 40 has been so curtailed, I would love to put a 40m SSB rig in my car (I have the BITX-20, but it drifts so much in the first 30 minutes that I usually arrive at my destination before it's usable). My two cents... From the article: ?"our concern is that the powerful equipment can fall into wrong hands and be misused. More importantly, these two-way radios can tune into any frequency including confidential frequencies used by law enforcement agencies. They can be misused to listen to confidential wireless conversations" That cat has long since left the bag if lawful confidential wireless conversations are carried out in the clear on narrow band FM rigs. ?I agree that random individuals with 5 watts of RF can make communications difficult for authorized users of the spectrum, perhaps that is the primary beef of the amateur community there. ?And then they add this argument about receiving law enforcement communications because they know it will strike a chord with the powers that be. ? Alternately somebody selling amateur equipment doesn't like having to compete with ebay, if so these arguments may well be turned on the Bitx40. ?In which case we all pitch in to buy Farhan an airline ticket to Bolivia. I agree with your email. Just tune into 7.200 daily.? I think that clown on there got hold of grandpas old Viking Valiant!! w/Amp. Hope Bitx gets a break. I would bet there's BaoFeng ?uv-5r radios out all over the planet.? Plus Walmart sells all kinds of walkie talkies with 10++ miles hanging on a hook in a blister pack cheap. 73 WA9DOH On Thu, May 11, 2017 at 10:54 AM, Robert D. Bowers <n4fbz@...> wrote:

This is a a little confusingly posted. Let me explain the background...? A couple of radio hams from bombay and calcutta noticed that the ham frequencies were being used by others. Investigations revealed that frequency squatters weren't licensed to use these or any frequencies at all. They were using the cheap Baufeng handsets that could be ordered online from aliexpress and . They were being used by logistics and event managers. Subsequently, the WPC issued a notice to these websites to stop selling these transceivers to non-hams in India. So, in a nutshell, here is the crux: 1. The notification is to not export any transceivers into india without a valid license copy. This is an iteration of our existing rules. The websites were asked to verify the license of the purchaser before selling them Amatuer frequency equipment. HF Signals does not sell VHF/UHF transceivers. It sells kits. There is no restriction on selling any kits or components that maybe used to make wireless equipment. Indeed, this is the very thing that Govt of India's Department of Science and Technology has been trying to promote for years. On our end, we verify that the boards are only shipped to those who have a valid license. We do this by cross checking the call-sign of the purchaser on to match with the shipping address. In case, they don't we ask them to confirm the different address. I personally believe that there are easier ways for people to communicate securely across the international borders than using the BITX. It is difficult to work any station consistently as it. You'd think that any head of SPECTRE would actually rely on a BITX board to take over the world? They will pick up their samsung and call with Telegram? - f On Thu, May 11, 2017 at 10:29 PM, Larry Smith <815cpu@...> wrote:

I can remember when all reputable dealers refused to sell transmitters, transceivers, or kits for same to anyone without a valid license. Now the Chinese radios (as well as U.S. illegal "10 meter" amps) are being sold everywhere. In fact, I got my Baofeng HT from a co-worker who received it in a "gift box" of survivalist gear from a website he had subscribed to. At least he is honest enough to have made the decision to not use it without a license, and gave it to me since he has no interest in getting a license.
