That is not static, static is what you hear on a radio not tuned to a station.
Sounds like the cicadas at my farm!

This sounds like a wiring error, probably a ground wire mistake between the Raduino and Bitx40.

Check what happens if you disconnect the VFO from the Raduino board.
Does the noise stop?
Does the display go off? - ground/power supply wiring!

You have put a 10t bourns pot for volume.
The 10T pot has the WIPER at the rear and not the middle as you would expect - check this.
From the front RED-BLACK-BROWN at the bottom as in your video!
I am betting that this is one of the problems! LM386 is finicky amp that starts unstably oscilliating
for the smallest reason!
