I agree that there are other better ways to reduce RF power on the BitX40, but someone mentioned reducing power by feeding the PA with less than 12V, and I was just curious whether this would work. The discussion was in reference to using a buck-boost convertor to power the PA from a pair of 12V batteries in series.

I would try to lower the drive using R136 not lower the voltage.
