In the pi home folder, there is a hidden file .profile.? ?The last one has a command that forces the time zone to Phoenix, Arizona.? Delete that line, and the configuration you set in the localization tab of the Raspberry Pi Configuration will be the timezone specified for the desktop and any other application that calls on the OS timezone.
