I used the external power supply for the ATU10 PCB
because I did not have MCP1700 stabilizer ...
The cables are connected correctly.
I solved the problem
1. PicKit3 needs to be switched to MPLAB mode (software PICKIT3
not suported PIC16F1454)
2. In the Advanced Settings of MPLAB I had to change the
programming voltage to 3V.
After these operations I programmed the PIC 16F1454.

why use
external power supply, power from PICKit3 and make sure you have
connected the wires correctly.
