Well, after doing some reading and testing the programmer, I've come to
the conclusion that the programmer is faulty.

The Vdd pin appears to be constantly at 0.8V regardless of the power
setting applied in MPLAB IPE, which would lead to increased current draw
and explain the warm 7805.

Back to Amazon it goes!

elsewhere about programming at a lower voltage so may try to see if that
