I THINK if you go here and uncheck the box it will stop what you are referring to. I may be wrong, but the quick test I did yielded this result. Alternatively, when a station pops up in a multitrack

Auto following?
I use aprsisce pretty effectively as an igate (with limited gating of internet to RF for really local stations) but regularly new windows open and I find myself tracking maybe four or five stations

32 is automatically an igate out of the box but you have to have a valid pass code to send to the internet. If it's -1 then you need to request one. -1 is for recieve only on the internet. KB3KBR
