There is a family of products, horribly expensive, that are a filled epoxy for restoring worn ways. Scrapable but very hard. I think that they had a product that worked as a filler to restore headstock height and bearing. In your case Devcon or JB Weld should do the job. Rather than wrestling with shims I would consider tapping four setscrews, say 1.0 x 6 or 1/4 x 20 to provide a simple and easy way to set the level of the headstock. Once you have it as perfect as you can stand then use the epoxy filler, being sure to ensure bonding only to the headstock. Don't glue things down!? ?Bill

After another thorough clean and tightening the left front nut first, I'm down to 0.005" high, so shimming is definitely needed.
