Low power output on 80 meters.

I have very very low output on 80 meters. It is so low that it does not indicate any current draw on the meter. I can hear the signal on another receiver. I did not start troubleshooting with the scope yet.?
I just need a starting point so I can start the trouble shooting process. Can anyone give me a starting point ?
