Downloading tiles
You get that message when you try to download Topographic (terrain elevation) tiles from the US Geological Survey, because they require you to have a (free) account there to download data. You don't need a login when you try to download OpenStreetMap street data from the YAAC author's website.
If you don't need terrain data, don't try to download it, and you won't get the prompt. One other note about this is that the USGS topographic data isn't updated that often (every 10 years or so), so unless you've had a new volcano or a major earthquake in your area, you probably don't need to update the topographic data that often.
OpenStreetMap data, on the other hand, is updated constantly (in time; sporadically in geography) as people add new data and corrections where it is of interest to them. So it makes more sense to bring that in more frequently (especially if a new development with new streets was recently built in your area); of course, someone has to _enter_ that new data into OpenStreetMap before it will be available to the public. For example, the new high-density housing built in the next town from me is only partially recorded in OpenStreetMap, because no one has drawn the newest buildings into the dataset yet.
