General APRS Question
The answer _should_ be "yes". If an I-gate hears a packet, it should always forward it (not sure if the digipeater anti-looping logic should apply to an I-gate). Of course, that also requires that the I-gate's Internet connection is up at the time, too; I-gates don't generally cache packets if their Internet connection is down.
