It is only active when attaching a T30XX keyloader to the radio to squirt in a Key Variable. The SB9600 does control the encryption board to satisfy the control head I/O (buttons and LEDs) , audio routing, -XL and multikey capability from the radio code plug. The radio code plug does have to be programmed to activate the encryption board and features.
