Nono, the chart on that page says *using the T-band for two-way* was
only permissible in the channel 17 range, in Houston. I.e. there wasn't
a channel 17 in that market, and presumably wouldn't be because of
whatever that distribution concept was that they used to keep channels
spread far enough apart to avoid mutual interference.

The whole T-band concept was an attempt to make some additional LMR
space available in large cities where other spectrum was more
congested.
