After some questions regarding RACES on the Kilocycle Club Net on
4/23/2024 and in reply to some
inquiries as a response to the Net Notes reported via the
Groups.io email of the preceding net notes,,
I did some research on the Worldwide Web looking for definitive
answers.
As anyone who holds a valid Amateur License is aware, the Amateur
Radio Service is controlled by Part 97 of the FCC Rules and
Regulations available here:
I have excerpted the pertinent information as follows:
(38) RACES (radio amateur civil
emergency service). A radio service using amateur stations for
civil defense communications during periods of local, regional
or national civil emergencies.
(c) At all times and on all
frequencies, each control operator must give priority to
stations providing emergency communications, except to stations
transmitting communications for training drills and tests in
RACES.
§ 97.407 Radio amateur civil
emergency service.
(a) No station may transmit in
RACES unless it is an FCC-licensed primary, club, or
military recreation station and it is certified by a civil
defense organization as registered with that organization.
No person may be the control operator of an amateur station
transmitting in RACES unless that person holds a FCC-issued
amateur operator license and is certified by a civil defense
organization as enrolled in that organization.
(b)
The frequency bands and segments and emissions authorized to
the control operator are available to stations transmitting
communications in RACES on a shared basis with the amateur
service. In the event of an emergency which necessitates
invoking the President's War Emergency Powers under the
provisions of section 706 of the Communications Act of 1934,
as amended, , amateur
stations participating in RACES may only transmit on the
frequency segments authorized pursuant to .
(c)
An amateur station registered with a civil defense
organization may only communicate with the following
stations upon authorization of the responsible civil defense
official for the organization with which the amateur station
is registered:
(1) An amateur station
registered with the same or another civil defense
organization; and
(2) A station in a service
regulated by the FCC whenever such communication is
authorized by the FCC.
(d)
All communications transmitted in RACES must be specifically
authorized by the civil defense organization for the area
served. Only civil defense communications of the following
types may be transmitted:
(1) Messages concerning
impending or actual conditions jeopardizing the public
safety, or affecting the national defense or security
during periods of local, regional, or national civil
emergencies;
(2) Messages directly
concerning the immediate safety of life of individuals,
the immediate protection of property, maintenance of law
and order, alleviation of human suffering and need, and
the combating of armed attack or sabotage;
(3) Messages directly
concerning the accumulation and dissemination of public
information or instructions to the civilian population
essential to the activities of the civil defense
organization or other authorized governmental or relief
agencies; and
(4) Communications for RACES
training drills and tests necessary to ensure the
establishment and maintenance of orderly and efficient
operation of the RACES as ordered by the responsible civil
defense organization served. Such drills and tests may not
exceed a total time of 1 hour per week. With the approval
of the chief officer for emergency planning in the
applicable State, Commonwealth, District or territory,
however, such tests and drills may be conducted for a
period not to exceed 72 hours no more than twice in any
calendar year.

? I appreciate your info but you need to read “Amateur Radio? Emergency Service” booklet published by the ARRL, Chapter 1. which explains what I have been asking about.
Have you taken at least Level 1 - the coarse dealing with this ?subject from the ARRL?
Have you taken any FEMA courses dealing with this subject like 100, 200, 700, 800? Or do you have? an AUXCOMM radio Certificate?
Tarrant County radio operators assume to much about Emergency radio operations BUT here are some basic questions: 1. Whom appointed Gerry that is an employee(?) of the City of Fort Worth to rule for the County?? 2. Is the Tarrant County Judge aware of emergency? radio operations so we are able to assist the county when there is a declared “RACES” incident? 3. Where is a plan for operations either as ARES or RACES for the county? I have a copy of one for another Texas county. 4. These questions were raised over ten years ago but Gerry never answered them (he likes his power) and I? have been “black listed by him for questioning his authority”. Therefore I work in other areas of the state. 5. I have ?over 70+ certificates for FEMA, Red Cross,? Salvation Army, Federal/State courses taken plus worked civil and managed US industrial incidents, hence I feel based on my experience that I have a? right obligation to ask questions regarding the? improvement of safety for the Tarrant County Citizens. ?
6. Amateur Radio has its place in an emergency situation and should operate in conjunction with political ?authority, FCC rules, ARRL rules, and a good public plan that all radio operators are aware of and operate under.
I will be attending the State of Texas Emergency Conference wherein the state “RACES” Officer will be making a presentation.
Hope this answers some of your questions of where I’m coming from regarding - trying to improve Tarrant County “Emergency Radio Program” for the future.
Currently out of action with a foot injury that was operated on and does not allow me to drive.

What geographic territory do they have authority over and who decides when they act and for whom. Do they act for Benbrook, Texas when Benbrook has an incident or do they have to be Requested by Benbrook’s authority individual for service?

When are our great leaders going to answer the questions asked - plan for operating radios, has the County Judge? been addressed about a working arrangement, etc.
Do you know the emergency radio regulations and seek to Involved new operators in a plan so they are available when Needed?
Have you taken the ?standard 4 FEMA courses for an emergency Amateur radio operation.
A GOOD PROGAM IS NOT KEEPING YOU IN THE SAND.

I? It appears your a FOLLOWER NOT A LEADER SINCE YOU HAVE ACCEPTED THE STATUS QUO AND NOT QUESTIONED HOW THE ARES VS. RACES IS SUPPOSED TO OPERATE?
Have you every seen or heard of an emergency radio plan for Tarrant County? If you have any guts - give me a true- full answer and have you ever sought answers about radio operations in a “RACES” mode until now since I’m the bad guy. ?
Operators outside this county think I’m asking good? questions and deserve answers but none so far.
I believe there is not a plan - nor has the County Judge? ever been visited regarding this subject nor a policy set forth in regard to the ARRL radio members operating in the RACES mode in conjunction with the County Judge’s approval.
If you have ever owned or sat on a Board of a company you learn to ask troubling questions.

Have you every seen or heard of an emergency radio plan for Tarrant County? If you have any guts - give me a true- full answer and have you ever sought answers about radio operations in a “RACES” mode until now since I’m the bad guy. ?
Operators outside this county think I’m asking good? questions and deserve answers but none so far.
I believe there is not a plan - nor has the County Judge? ever been visited regarding this subject nor a policy set forth in regard to the ARRL radio members operating in the RACES mode in conjunction with the County Judge’s approval.
If you have ever owned or sat on a Board of a company you learn to ask troubling questions.
