To answer your question, resistor wheels sets will run on DC layouts without a problem.
However, if your question is whether DCC block detectors will work on DC layouts, the answer is probably not.? The NCE and any other that use current transformers will definitely not work.? Consult the instructions for your chosen block detector.? I know that some of them explicitly say they will not work on DC.
Now is a great time switch to DCC!
