I always put feeders on the stock rails of turnouts (Code 55 N-scale, either Atlas or FastTracks). I prefer not soldering rail joiners, but your mileage may vary, and there are always special circumstances.

Jumpers to stock rails depends on how the turnouts are put together. The Wiring for DCC site includes descriptions of various turnouts:
