I¡¯m not sure this would be a good idea.

Seems to me that a weekly email from RMS Analyzer would still allow the RMS to be running up to a week before you would realize it was not working (correctly). Isn¡¯t it possible to glance at the screen every so often? Perhaps you are not often at the console, in which case would a remote monitor like Team Viewer provide you with immediate information? Being isolated from your RMS operation for such long periods does not ensure reliable service to your clients and may indeed be illegal in some countries.

I've learned the hard way that the online status of the RMS does not mean it is operationable ...

?

It would be extremelly useful if sysops would be getting a weekly report or sum tables from the RMS Analyzer on email about the activity. In would be much easier to see if all is ok and operationable.
