Many times old signs are left up because a new owner can use them
(they're grandfathered with the land). Trying to get the City of
Tucson (or most other municipalities) to allow new signs is a major
headache for business owners (I think SWS Electronic's new sign on
Speedway has been in place for over a month and is still waiting the
go-ahead from the City to actually use it to advertise its location!)
