Administrative Procedure Act(APA).?This is the act that empowered various Federal agencies to write and prosecute their own laws with absolutely no Congressional involvement. Neil Gorsuch writes in his book, "If You Can Keep It," about the almost arbitrary way that these agencies change their policies, making it nearly impossible for citizens to comply. One minute a practice is against the law, the next minute, a new Administration has repealed the law. It's madness, but nobody knows about it.--
