I can't say why Encino wasn't included, but having lived there for 30 years until I moved to Valley Village, my guess would be that the element that has taken over that neighborhood is not particularly civic minded.? They've allowed Encino to fall into serious disrepair. Also, there's a lot of absentee landlord business there: everything from Burbank to Balboa to Lindley to Ventura is flooded with non-English-speaking and low income renters.? do? see in Encino are lower class establishments, like Ross Dress for Less, Chik-a-Filet, Norm's, Target and lots of signs in other languages. All the upscale stores were gone before the hoax.
This is not a community that has anything left to save.
