Yes Cmake sound crazy as another language to generate a language to generate a language to interpret a language.
But don't fight Cmake, it does exist because it's a pain to support multiple platform makefile and is now part of the landscape and for long.
Try to get a working makefile (or solution) for VS from somebody that have a working make PyTorch, it surely exist.? That's enough to deal with and give an example of a target file (to target with Cmake during weekend)
