The only documentation that I am aware of is and the second row of the "Case 1" table seems to describe your situation.
However, they do not go into detail of how "location of device 1" is determined under Windows. It could very well be that two different Windows users on the same machine are considered two different locations. Probably a question directly to IBKR.
